I don't get it. Having allies is nice, but what are they gonna do exactly?
Narnia and his branch of border patrol may be the instigators, but ultimately they move within the legal field. Opposing them means opposing the entirety of Netherworld's law. Baal may be the obvious baddie, but with no knowledge of his plans and no proof of his shady dealings all his actions look like simple, if audacious, political maneuvering. You can't really punish politicians for promoting their agenda, no matter how smug they are about it. And Shura's just a lil' bitch, both innocent and outside of anyone's direct reach. Seems to me that allies or not, they simply don't have any moves that won't tear the Netherworld apart exactly as Balam stated.
Thus my money's on all this ally searching being all warm and fuzzy but ultimately not that important. The only real gamechangers I see are Shiida fully switching sides and testifying, and the now-unbound Ali possibly returning as the Netherworld's beloved charismatic autocrat to flip Baal the biggest bird imaginable. Maybe even both if this really is the beginning of the end of the series, plot threads must be resolved after all.
