Even if you cook rice without a rice cooker, you dont need to "drain" your rice, ffs. If there's any water left over after cooking rice, it means you:
1. Havent fully cooked it
2. Fucked up beyond imagination

Tl;dr that one Asian guy was over reacting. There is no universally correct way to cook rice. You may NEED to drain rice depending on what type of rice you are cooking.

There are so many types of rice and so many ways to cook it. In our subcontinent and country, we usually drain rice which we cook for daily consumption. If we are cooking it in rice cooker or pressure cooker or if we are cooking a special type of rice with some spices called 'polao' / 'পোলাও, we don't drain the rice. What we also don't do is rinse the rice after cooking.
