The fact is that she wasn’t necessarily born to be evil. As Will pointed out, her first “zombie” wasn’t actually a zombie. It was something made with golem magic. Had circumstances been different, she likely wouldn’t have gone down the road she did of studying necromancy and instead focused more on creating golems.
We see in her flashback that her parents went to quite the distance in helping enable her studies by covering things up to help retain their reputation rather than dealing with the actual issue. The noble who was sponsoring her also helped enable her by giving his permission to massacre the entire village in the hopes of pleasing her and maybe getting some snu snu. Even the Wizard Academy School was aware of some of her tendencies (I mean, it doesn’t seem like she exactly tried to hide things) while she was at school, but they still helped teach her.
If we were to truly consider what it means to get “justice”, the people and institutions who helped enable her would also face punishments equal to their actions. But it doesn’t really seem like that will happen. The school will continue operating like it had and her parents might even benefit from her death. The noble who supported her might face a punishment, but it seems unlikely that it will be as severe as what is warranted.
