The age of consent is set by prefecture, IIRC. He’s probably in a place where the age of consent is 18

To be American-centric for a moment, I don’t get why people wave around 18 like an immutable standard when, last I checked, states that set that standard are a minority. Not to mention all the disturbing bylaws in which emancipation or parents’ permission make it legal for an adult to fuck their 13-year-old spouse.

anyway, my point is that laws are arbitrary, there’s no appreciable difference between 17 and 18, and the only eminently justifiable hard limit is 21.
