It is not a dragon
Dragons are honestly pretty loose in concept, and this one seems somewhat similar to a Sumerian dragon. Those have scaly, bird-like hind limbs and lion-like forelimbs. They also sometimes (but not always) have feathered wings, just like this new creature.

Thanks for the chapter :D

So many interesting things to discuss this chapter.

First of all, Miyamutuu knows the shadow language spoken by the creature from Ryouta's dream!

Just a hunch, but this new language might be similar to Korean. It clearly has a high information density per character: the dream shadow person said only 3 characters, while the baby dragon creature is referred to with one character. The writing system is too simple for it to be a logographic, radical-based language (think Chinese). Furthermore, the writing system just looks blocky and partitioned, like Korean.

Look at our trilingual queen go!

Second of all, I think this chapter confirms my theory that "jaa sui", or at least "jaa", is roughly equivalent to nani (何) in Japanese, which roughly translates to "what[ever thing]" in English. Miyamutuu's fanner says "jaa mi jaa?" which clearly translates to "what's that?" I suspect there is some informal contraction going on here because of the use of "mi:" we have never seen Miyamutuu use that particle before, so I think it is probably an informal register.

Oh yeah, the dragon speaks Japanese. That's interesting too, I guess.
