I just found out about this from your comment. What a fucked up act. And of course, it was introduced by two Republicans and signed by that asshole Bush. Clearly they knew they could/would be labeled as war criminals for the mess in Iraq, so they created this as a safety measure. Another reason for me to smirk when some American brats diss Japan for their war crimes, something they should have apologized for, but at least haven't committed any in nearly a century.
I recommend Chalmers Johnson's "Empire" trilogy: Blowback, The Sorrows of Empire, and Nemesis to get the scope of it.
