Meaning it would be released in February 2024.

You're right. And it's also not that retarded, it's quite standard practice for most periodic magazines the world over to do this. (Or you could instead say everyone's retarded).

It's for both marketing and convenience reasons. Magazines dated one month ahead (or even two) look current even when the actual month comes around. Sometimes, it also takes time to circulate, especially mailed editions. And it helps retailers pull remaining stock when they see the month go off, not before.


I don't care what else happened in this chapter, its 11/10 for JOLLY COOPERATION.

I believe he meant "retardedly" as in the actual meaning of this word borrowed from French, as in "delayed / held up". Not the insult added over time. Some regions of the world might still use the word with its original meaning. I laugh my ass off like an idiot playing flight sims due to that, it's often used on aviation.

Kinda weird to see it used though. I can't think of a proper word for this kind of action (releasing March's volume on February) right now since I'm ESL.
