Knowing that most of the girls in this chapter are middle schoolers, I'm pretty sure it's a preventive measure against certain individuals and it seems like mangaka is playing it safe.

That and the mangaka doesn't want to be bothered to draw tits every time he wants to do some scenes that need some exposed skin on it. I get that Dara-san in humanoid form is already a challenge to draw so having no detailed tits is an easy exchange.
