Barrel projects were mentioned in waaaay earlier chapters, and the important part is that the wizards don't know about the wizards being human batteries part yet.

If they did, they would have several ideas on what uberbarrel could be and go all out even earlier than the elections.

It depends if the record offices and xp scribes are in out in force in the chaos of the city or not. With how disconnected everything seems and the reliance on some of the other city offices, I think they're sitting this one out until it calms down a bit.
