He's most definitely one of the big fish in the kidnapping organization, and it's pretty clever that he's also the one who ordered the crackdown. It's gonna be tough to take him down.

Are children so rare that “the organization” cant give up on Ivy? Considering how well she’s guarded, she isn’t a good target at all, and any smart kidnapper would have made other plans. You don’t have to pick lone kids, you can trick any kid or just plain grab them. How could they possibly have been so infamous if they only took orphans? How many orphans are there?
