Plug in the numbers for, say, Oganesson, and use the "free manipulation" to create an atom's-width line of it with a block of our very unstable warhead at the front and direct it at .99c towards the unsuspecting hero. Continuous nuclear blasts decaying into materials that also create nuclear blasts? Sign me up. Sure, the world would become a wasteland, but his only mission is killing the hero.
