The things is that, differently from Igarashi, who never saw Natsumi as anything other than a friend, she sees Yuto as someone special. She fells at ease with him, she likes to watch them from a distance, she lets him go into her home(her special place), and much more. Natsumi drama is about the fact that she went from merely finding his tries amusing, to actually developing a emotional bond with him. Wow, now I have to re-read this manga from the beginning with this information in my mind.Putting aside that he's apparently 16-17, if you actually get the sense there's no romance between the two, then there's literally no problem.
The actual weird thing is thinking that a minor can't be casual with an adult (or vice versa), even when it's a given that the adult isn't predatory.
