To me it seems like the world has a very very pure black and white idea of what is good and bad, the demon lord is undead = evil.
Its like the word itself is corrupted and very set in its way, and does not accept anything that's against the way it wants the world to be.

You're dipping a bit into protagonist centered morality here. He isn't outwardly improving anything at this point in time. As far as anyone not within his capital is concerned he's going through the normal demon lord motions. Seems a bit optimistic to assume a world would see much difference between a bunch of it's orgnisms hanging out in their respective countries and them making an integrated metropolis.

We don't even know by what metric the world measures anything either. For all we know the conflict between a demon lord and a hero is a mandatory regulatory process for it like it was an organism maintaining blood sugar levels.

My guess would be a tyrant "god" with an obsession with humans or a grudge against demons. Whether that "god" created the system like this or is actively performing these changes, it makes little difference.
