More like he wants the fear of the empire's destruction to be directed to him than the great spirit. It's going to be hard for him in the future if he didn't stop it.

MC had already noted how everyone who had been affected by the Will of the World gets into some sort of deranged state and don't fully realise their full potential before fight him, as if their sole goal is to remove the new Demon Lord.
The new Hero was the same, as he went after MC without much training just in order to take his revenge. Happened with the Empire which suddenly developed Guns & Cannons as well (they were all jankily made but just worked somehow).
That John Doe guy also have been confirmed to have received something from the Will of the World, and currently he is working on Magic Golems.
And considering that the Concealed Stone is sort of like a child to the Great Spirit. It means it must have powerful abilities along with a Sense of Self.
That could make a really powerful core for a Golem meant to fight the Demon Lord.

The thing is none of us know (other than maybe novel readers) he's just sorta been traveling around doing stuff like giving the Empire weapons to kill the Demon Lord or helping that magic kingdom build golems. Honestly I'm gonna guess he's an other worlder or reincarnater or something.

When conquering a country you want to leave as much infrastructure intact so that there's less you have to build yourself.

Now the build up for John Doe paid off I thought he will just be another one off character that only being mentioned and showed but now atleast he is threat. Looks like the Core gives him technological knowledge from another world.
