In case you have the emotional intelligence of a potato, the mother is doing this as an attempt to cope and feel like she did something because she was unable to save her child. She's deluding herself into thinking that her child survived and can help her by doing this, and it's literally the only thing she can do at that point to help her child.

It's made abundantly clear that the mother is coping, and is doing literally the only thing she can do at that point to actually help her baby, no matter how little sense it makes. It doesn't need to make sense. She's not operating on logic but on emotional coping. She cannot get down from the island, so only thing she can do is toss down equipment to help the baby to survive. If she isn't helping the baby to survive, that means acknowledging that the child is dead, and the mother can't handle the fact that she was unable to stop her child from being killed.

If that's what's going on, then Ayano's first day in this isekai is some sacred day when the child is mature enough to be demonstrated to the tribe and judged by the elders. That would provide an alternative explanation for the “thank you for being born” (that's a festive congratulation rather than a statement immediately after the fact of being born) while also explaining the clothes and partially explaining her being able to walk.

(I like this explanation because the eye color of many ethnically European children are not stable until three or even six months after birth: a child may be born with light blue eyes which then gradually darken and become amber / brown / green / etc. And the elves are the creatures from some northern European myths and thus it makes sense for the elves to not decide whether an elven child has “jade eyes” immediately after birth.

I also like this explanation because it also implies that the timing of such sacred day is not a mere tribal superstition: its past origin could be a very real timeframe for the reincarnator's memories to be regained — a timeframe deduced from the elven statistics. Reincarnators are definitely rare species, but the elven elders are very long-lived and thus the elven customs could be based on proven common elements of such rare and sacred events caused personally by the world's goddess.)

It is additionally necessary to remind ourselves that the main character is an “overpowered high elf” (that's a quote from the 16th page of the 0th chapter) — that's what really explains the rest of the baby's abilities that are definitely above the human babies of the so called real world.

Having stories skip the normal introduction and go In Medias Res to try to have it stand out(and then explain the introduction with a flashback a couple chapters later) for sales is common with adaptations.

Nevertheless it's not the case here: this adaptation's impression of in medias res has been caused by a mere translators' oversight.

Now the 0th chapter is finally available on MangaDex (since 2024-07-03, five days ago) and thus the earlier readers are expected to read that 0th chapter and then re-read this one.

We all may only hope that'll help getting rid of any lingering impression of in medias res.

No, I wouldn't imagine that the village does any such thing.

However, we don't have enough evidence that the elven woman was a midwife (we literally see just her head, for example, and no tools of her trade), so she still could be just a random visitor on a sacred day (a close friend, for example) that suddenly felt like expressing her favourable opinion about the baby's health.

No mother would ever cope by at her baby being murdered by writing a frigging letter, sending food, cloth, weapon, a car, a plane ticket and the key for a house to a newborn that was thrown from a cliff hundred of metter away from solid ground into a wasteland...
That's not how any sane person would ever act... As worst she would throw herself the moment she was free, at best she would be too shocked to do anything.

If she belived that her kid survived this fall she would have just jumped. If a newborn can survive this an adult can easily do it.
