From my deduction, and this is purely guess of what I read so far until current chapter

Despite the merchant relocate to the demon nation and stop producing it some point, some of the drugs actually got produced and distributed before demon king found the producer and tell him to stop making it and make the cure for it too,

Im guessing she(Pina) murdered and rob the demon folks that got the drug in their possession (since it have different effect on demon folks so its normal some demon people have it) to use it , albeit in very low quantity and not enough since the veil of her goodie two shoes is slowly unbecoming

Thats why the foul smell stench came out from her 2-3 chapters ago, indicating she's the mastermind for it

Its like when robbers are caught cuz some of the cash got marked with blue ink or trace method


Dont forget she also hired the thugs/mercs that suppose to rob, assault, r ape and murder emi after emi got exiled, she wonder why emi still alive and thinks the thugs ran away and took the money, not knowing they died, so murder and other unspeakable crime against humanity is not beneath her
