Before people chime in about her not being tanned or hair dyed blonde, I'd like to point out that she's a shiro gyaru, the type of gyaru that values light skin, so they don't expose as much skin like the usual gyaru does. Shiro gals also tend to opt for colored hair highlights instead of dyeing their hair blonde. This girl has blue colored highlights in her hair.

The gyaru type that most people know is the kuro gyaru type, who typically has tanned skin and hair dyed blonde. That's not the only kind of gyaru out there. An often common ground between gyaru types is the accessories (either lots of it, or few but bigger ones like the girl here has), long painted nails and use of makeup (it's not always gaudy thick).

Examples of shiro gyaru are Toyoda from Yancha Gal no Anjou-san and Mashiro Yukiginu from Tedama ni Toritai Kurokiya-san.

What all gyarus have in common is that they like to be flashy and be the center of attention. Hair, skin, cosmetics, clothing... everything studied to make a statement.
