The author is doing everything in his power to make notPutin not Putin.

I think that last part was a pun how Russia was able to take crimea without spilling blood (at least on paper) due to the surrendering as they were caught confused by the event so Putin thought same will happen with Kiev and planned to take ukraine in 3 days.
