It's an intentional effort by the author to separate Purchinov the character from the real-world Putin - or more precisely, to turn Purchinov into the anti-Putin.

In chapter 43, when Purchinov is offered kingship by the griffons, he refuses, saying this:

Chapter 43, of course, was released in March 2022. The cross-shaped scar came in chapter 47.

Purchinov wasn't at any point meant to be Putin, but a satire of Putin (specifically, pro-Putin propaganda), but the authors decided to remove even the last shred of ambiguity about where their politics lie by putting a big X for "No" across his face.

Which is based out of space, if you ask me. That decision probably saved the manga, and if anything, made it even better.
I really enjoyed this manga before, but I havn't been able to bring myself to read it ever since things kicked off, seeing this definitely helps. not sure if I'll be able to stand reading it even so, I definitely have my feelings on the matter

When did his hair stop being slicked back?
Very late reply, but when he was flying with the gryphons near the end of the previous arc, Kurapee or whatever the triceratops dragon’s name is was hanging from his hair. He mentioned he always had thick hair with strong roots, and having it pulled on took it out of its former position. Presumably in-universe that’s how he used to wear it (since we saw it in a flashback, lol) and he decided to keep it that way.

The scars, of course, are from getting cut up by the corruption.
