it's completely fucked but I've seen the same thing happen to my male classmate roughly at the same age.
Kids are naturally inconsiderate and adults often completely mishandle raising them (through abuse and/or general incompetence) so it turns into cruelty. Kids know that nudity is shameful without knowing why and think that shaming is funny.
In this case it's quite realistically could be the result of both curiosity and rejection.
