Honestly I feel like even as the bad guy the Student Council Prez is just a bad villain
Like, if your excuse is "Bad people should die" then why are you trying to kill people who have reformed?
And where the fuck is the rest of the Student Council, it isn't just two people.

It's efficiency can be questioned but he's certainly effective. Think of it as some sort of eugenics, we can't be sure what causes ones behavior to lean towards good or evil in the spectrum of morals, there's a chance they behave like this because of a coctel of their personality, story and personals choices predisponed them towards that.
Peoples behavior is a consequence of multiple factors that can't be modified so easily and its hard to tell which factor can cause someone to become "bad" neither how "bad" they will be, then the safest way to avoid tragedy is to get rid of anyone who's been "bad".
It's not efficient cause to die is something that can't be undone, so if you were mistaken you can't undo it, it's effective because there's no loose ends.
In the end it becomes a question of "how much are you willing to compromise?", are you gonna spare someone who's been up to some real shit risking for it to end up ruining someone's life? why? for morals?. "There's no conclusive evidence that they will get up to that kind of thing again" that just means we don't know the chances or that they are low, how much are you willing to compromise? 5% chance? then you are willing to let 500 out of 10,000 people have their lives ruined? aren't you taking human life too lightly? just one victim is already an awful tragedy. We don't know the chances of them doing it again but we do know they are there as they've done it before, we know there were factors that lead them to this and we don't know which so we can't deal with those factors, there are even factors that can't be fully dealt with. "It's still worth to try if it means sparing one life" then it goes back to triage, who are you gonna choose? the one that has caused harm and will possibly cause it again or the possible victim? you are willing to play dice with someone's life just because you can't see them? aint you taking human life too lightly?
People can reform but that doesn't mean they will, even if they want they may fail, no matter what you do as long as the chances are not absolute 0 you are playing dice with someone's life. That sounds radical to you? to me you are just taking human life too lightly, is it not worth to worry that much about it? "You can't control everything" "precisely, I won't take any risks".
Ofc, i don't agree with what he's doing, death aint reversible, if you can't bring back life to the death, then don't rush to dispense death. I also see this as diminishing the value of victims, acting with such radicalism that suggests that an individual person shouldn't exist because something bad happened in their life, looking at them with pity, anger and sadness instead of what they acc deserve and need. How can you love someone that brings you such incredible sadness every time you lay your eyes on them? in the end this kid ain't capable of fully loving a victim, he rejects their existing wholeheartedly and I think that's his mistake. Cause it's contradictory to hate that which you want to protect.
Imo in the end its not about them being victims or aggressors, doing what's needed as it comes makes more sense, looking out to prevent, searching for ways to help, correcting but not erasing.
Killing someone, no matter the circumstances will always be taking life too lightly, cause it will always mean you chose something else over it.
Killing will always be a mistake, however in my very personal opinion there are some specific cases where thinking of someone as a human is taking human life too lightly. Only an monster disrespects a human to the point of mutilation or other abominations.
