Meltina is there to be the village idiot and the audience surrogate. Ryouma has no need to explain his political actions, especially since they're mostly under the table. Meltina is there to ask what he's doing and why, so that the reader doesn't get left behind when allies suddenly appear out of thin air.

I like this story so much I started reading the LN too. Its similar to Madan no ou to Vanadis and A Moon led journey around the World novels. The difference between those mc's and this one though is that he actually has ambition and can be very ruthless we he needs to be. I also feel this one is easier to read then A Moon led journey around the World cuz that can feel like a dragging while reading it. And the pacing seems to be beter then Vanadis so far.

from what I read in WN: after Ryouma helped the Rozeria kingdom win the civil war, that incompetent queen - despite not wanting him to be around her as Ryouma is a commoner - refuse to let him go on adventuring as she fears that Ryouma could be a threat if he's recruited by other kingdom. So, in her attempt to control him she gave Ryouma a title as lower noble and an unprofitable yet dangerous territory known as Wortenia peninsula, you can bet that Ryouma will aim to ursurp the throne and plan to conquer other kingdom
