Well, if I recall correctly, they do mention that her dad has been in contact with a rival country, and the 'rainbow grass' that is used as the charm drug in the cookies was grown on their estate for this purpose. She just happens to also have memories of the game, making it easier for her biodad to convince her that seducing ALL the people in power to their cause is her Destiny(tm).

I thought that he unwittingly adopted her. That her mom had taught her the recipe, and she was only somewhat aware of it's drug-like effects. At least enough to use it to her advantage.
I recall that there was some sort of brutal ending in which she was murdered by her father because she was involved in his wife's and son's death.

I'm very sure this is additional development.
