This is just pure speculation, but I am guessing that Usato is going to use the healing cannon to destroy the towa. I also think the towa was given to Jinya by the demons to tempt him with a sample of the foresight ability so they could ultimately steal the power for another demon, not to directly ally with beastfolk.

Based on what's been mentioned, Towa seems to be an independent system which was created by the Beastmem themselves, and Amako's mother was a key figure in its creation, until it was deemed to dangerous and sealed.

99% of the time, the enemies Usato face are a problem because he doesn't want to tear them to shreds.
He would've been so much stronger if he didn't focus on just knocking people out.
