Honestly, probably. Cause she's been able to hold a holy sword though pure atheism & alcohol, was taught mage craft throughout her time at the company, technically still has the one shot spell (which can be transferred through dragons), has been shown multiple times noticing the unperceived (that even other dragons weren't able to do), and has good communication (business) skills that allowed her to talk to multiple different types of dragons that would've killed most other people.

Not secretly at all. Fight against Kimuin Kamui, dragon ranking battle and many other examples.
She actually has absurd magic affinity but she burned it out in fight against Kimuin and her mind is unnaturally composed when she is faced with danger. She can deny divine powers by just refusing to believe in gods.
I think she has some very hidden authority based power that affects causality and makes her more compelling.
I think Lucoa showed hints of picking up something about Kobayashi before, but as sneaky as she is, she will not show her doubts directly. Lucoa likes to rollplay as a silly horni bimbo, but there were couple of moments where you can see that is influencing things from the shadows.
Also, I can't remember where I saw this, but I think that her ancestor or parallel world version is a legendary king or something... I have to reread the comic and the numerous spinoffs.

Remember that she had top-tier magic potential as a human and that absorbing the holy sword boosted her even further and also despite the fact that she hasn't eaten the meat of a dragon she has definitely accidentally eaten some of the meat juice because when you cook meat with rice the rice absorbs some of the juice so she's also getting a boost from that and she is very sensitive to Magic as a whole and quickly adapts to any kind of perception inhibiting or long distance viewing magic and can see through pretty much most illusions and notice most presences looking at her. she is kind of overpowered when you think about it.

Not sure if that's the case, but I really want it to be the case that Kobayashi's slowly becoming godlike because godlike beings are watching her, similarly to how the Visitor in Look Outside changes things when it looks at something, even if the truth is they're looking at themselves.

I mean Tohru has said Kobayashi is the strongest of the Kobayashi faction from the start. Only Kobayashi said she isn't strong but its proven time and time again she's abnormal.

Though we know Tohru is obsessed, she's and Lucoa seem to have always known.

She's wasn't ranked 13 in the Chaos faction for no reason.
