I think there is a factor that everyone is missing and its why she does what she does and why she went after him speficlly. She has a rep but is anyone on the student body aware of why? All anyone knows is she's a man hater that will have anyone expelled that looks at her funny. But I noticed, she doesn't actually do that to all the guys in the school. There likely quite a few of them who do ogle at her, despite the risk. At most she'll just glare at the guys and be super harsh. But she went after Tadashi for a reason. I'm putting the clues we got so far and it's not painting a good picture.

1. She developed way more then her peers and probably at an younger age.
2. She hates guys with a passion.
3. Her early attempt to get Tadashi in trouble.
4. Her unbelievable lack of sexual knowledge until recently
5. Tadashi is in a role of authority at the school. Even if is just being part of the Public Morals Committee.

This is screaming some fucked up shit went down when she was younger that painted her world view and actions. Her views about guys in general have been proven correct until Tadashi. She could have went after him because he didn't try shit with her. He just did his job and that shook her world view that she had to prove no he's just faking it. (I'm not saying her actions are right, her behavior makes more sense to me is all)

Pretending you like someone so that you manipulate them into doing exactly what you expect them to do isn't proving your views to be correct, it's simple manipulation.
How many people potentially actually liked her and just simply assumed she was just not the type to take things slowly, only to have their lives destroyed afterwards for even getting involved with her.

The students mind you, I'm not defending the teachers she got fired here.

She just was raised like in the glass box (girl from the rich family with servants etc), they protected her from "bad influence" (this theme is not rare in the manga), and probably convince her, while raising, that boys only want her body or her money or her influence (tried to "protect her" this way, instead she is just like little girl in the sex and relationships questions).
And probably there were few from before, that proved those statements.
But our MC is just normal guy. And yeah - he stand out in her eyes. Other guys afraid her reputation (obviously not without a reason), so she is thinking that they all alike, and treating them as well. And about him she thought too, but he was not afraid of her, and caught her attention by this.
Man, it just simple as that. Girl in her bloom meet a guy, who can confront her. First reaction "who the hell he think he is?", second "wow, he can stand for him self", and then natural "he is not like the other boys I met before". Add some hormones, some natural teenagers curiousity - and you have your horny girl who has her first crush.
