Tiddies-san knew 1 male noble, 1 female royal, and 1 female assistant were coming. She assumed the female assistant worked for the female royal, so she put twin tails in a suite together, presumably because the assistant should be close to the master. She assumed the male noble was alone, because the Denning's generally only have male servants, and there were no other males on the guest list, so she put him in a single-bed room.
Since it turns out the female assistant worked for the male noble instead she has a issue that she doesn't have anywhere in the male's room to house the female assistant. It's a popular inn, so they may not have other rooms available to move them to. I don't really see this as an issue, as Charlotte can still stay in Tsuntsun-hime's suite, but then how would they force the ecchi scenes / relationship development to happen?
