I don't remember that being said. It has more to do with the MC having a unique skill that Time stop guy (TSG) sees as useless. According to TSG, the MC's "useless" skill tarnishes those with an OP unique skill. SO TSG is just being an asshole to make the MC's life miserable.

It's literally just a inferiority/superiority complex, as far as details have went. He considers unique skills to be the pinnacle, so finding someone with a unique skill that, as far as he knows, is completely useless? He can't let that stand, since it would potentially bring the prestige of unique skills, and by extension him, down.
