Might be a mistranslation, would either depend on what the raw said or how the translator well, translated it, as there is a large amount of people who mix up the definitions of step siblings, adopted siblings, foster siblings, siblings-in-law, all of which aren't biologically related (the ones which are, are full siblings and half siblings)
