Yeah its a bit too obvious to be a rival but I can see her being a secret fan trying to keep undesirables away as a plot twist

The manga so far has been all about subverting obvious design stereotypes (including Kimiya and Kuzutani themselves) so I'm expecting it to be something like that.
EDIT: Didn't realize she was a member of the unit. If so, She may also have noticed Urumin is obviously in love and wants to keep Kimiya away to not damage the group. Or think Kimiya has ulterior motives with the head empty "worst" member of the group. Either way I think her eyes are too evil for her to have any genuine interest in Kimiya.

Or even if she is a rival, there will be some weird bizarre motivation and it won't last longer than a short arc before she joins the wingman team.
