if you read the previous chapter, she said to the human soldiers in previous fortress they captured to surrender first and give them time for about 30-60 minutes to make any decision which made the human troops disarray before the sniper shot their commander following by H-4rpy Air strike and completely slaughtered them.
well if look closely she's the one who throws her kukri/scimitar sword at the commander's head first.

she offered them a chance to surrender, the commander on the wall immediately said No and was shot dead right after that, follow with the air strike. I see no crime here

Oh he is very, very dead. Even early black powder fire arms would punch through the amount of steel armor that knights would wear. Modern smokeless .357 magnum rounds move at over 1000 feet per second and deliver an amount of kinetic energy that is at least 500 pounds per square inch. Could he have been wearing armor that would stop that? Yes, it is possible. Was he? No. No he was not.
Panel 21 shows three rounds coming out of his back. The entry wounds are seen on the next page. Four shots (even though she only fired three), all within the cardiac box, at least one very close to the heart. At least one punctured lung and damage to both the liver and stomach. That guy is having a very bad day. And iirc in the LN she shot him in the face.
Also for those questioning rules of war and surrenders etc.
If they discussed it it'd be back in chapters 31-33 but the Holy Kingdom does not consider the Liberation Army to be an actual enemy. Ergo, they (the Holy Kingdom) are not observing the rules of war against them. The Liberation Army is specifically asking for surrenders (though with a very short time frame) and caring for the wounded just to make sure that the Holy Kingdom can't use the fact that they didn't as a political weapon later on. This was likely only covered in the LN/WN though. Please remember that a large part of any army at this point in history are peasant conscripts, not professional soldiers. And in several cases they've said even in the manga that the Holy Kingdom conscripted towns folk to fight. So letting these regular people go back to their lives without punishment is considered mercy. Also in the LN they specifically say that any professional soldiers who surrender will be escorted out of Liberation Army territory, i.e. sent home to the Holy Kingdom.
Oh, I'm pretty sure he's dead, but not quite certain.
The problem is that the bullets aren't seen coming out his back (only the depiction of the impact is shown) and the "entry wounds" are not visible either (you only see bloodless holes in the armor, not the body itself).
For any important character, this is the kind of thing that lets them survive and potentially come back later for revenge.
I don't think this man has that layer of plot armor under his metal one but who knows when an author wants to upgrade a side character to full-time nemesis.
If you say that the LN has him shot in the face, that would be way more definite than what is displayed here.

well the funny thing is thanks to him our mc manage to meet up with the saint of the old faction and she so eager to join the harem lol :v

The 3 bullet holes on page 21 are in the back of the soldier, while the 4 bullet holes in page 22 are in the soldier's front which just means that the 4th bullet she shot just didn't went all through his body and came out from the back...
It's actually kind of the opposite. First round exits the soldiers back at the top of the page, then we see an additional 3 exit wounds at the bottom of the page. However either the first wound is omitted in the panel or one of her three addional shots exits the same hole as her first shot.
Next page shows all four wounds on the breastplate, but as we don't see his back there is no way to determine if there are four corresponding exit wounds.
And let's all not forget that the lack of an exit wound is probably worse as that means the round has likely hit something hard enough that it deflected and bounced around inside which means more internal organ damage. This is exactly what NATO weapons are now engineered to do; cause serious internal injury resulting in death or (sadistically) incapacitation due to serious injury.
So... the map was a little tough to understand, but maybe I confused words starting with "M?"
Is this taking back their nation's major city, or the Capitol? Or is the whole map their kingdom, and the Capitol City the one to the East that starts with "M," and sounds like the country name?
