I quit reading Rental Girlfriend some time ago, but the only conclusion I could come to is the mangaka either: A.) Hates his readers and just wants to make them suffer or piss them off. ...Or... B.) He wants to troll everyone by pushing the boundaries and seeing how far they can go without getting their manga axed and they find it hilarious.

If she bully-bullied him rather than just tease-bullied him, I'd agree with you, but she routinely made sure to cut it back before it ever got too serious, and more just teased him lightly in ways that he was accepting of.
