the only reason he told the noble is for permission. it's the noble side who one-sidedly want to make this into a national project.

while it falls into their responsibility, you have to admit they did throw their weight around. like Miyabi can't defect to another country or something. not to mention giving order around without considering miyabi's use for it. afterall, if miyabi didn't ask for a share in the use of the train, they will probably use said train exclusively for themselves.

the only thing keeping Miyabi from going ham on them is his relationship with FMC and the workshop people.

remember that, once everything can run without MC, there a chance he gonna eliminate Him to make sure none of its fall to other regions/kingdoms. once a noble not fulfilled his part, he gonna do that again.
If the story was like realistic human history, then that could be the case. For example, back in ancient times when Venice was the glass-blowing center, many of the secretive methods were guarded by not allowing the key people to leave Venice. Those who tried and got caught could have their hands cut off as part of their punishment and other family members could also see punishment. They managed to keep grips on the glass technology long enough to make quite a few ruthless people rich.
