It seems kind of like he's doing it like he's playing an actual game with a fairly high level of abstraction. Roll a few dice and hope he'll find something out. But to be fair, a lot of the time that world behaves like a game. Which sometimes doesn't make sense to reasonable people.This is such a strange arc. They are looking for a person who can transform and assume the looks and even the alignment of anyone, and they know it, yet it never shows in their behavior or thoughts. I think its possible to inflict harm without inflicting 1 damage. A very light scratch for example likely would not do 1 damage. A scratch that's severe enough to cause an infection would do at least one damage.
