@xtheconman If I had to pin this trope on anything in particular, I'd put money on it being something like "Delinquents often smoke, but we're not allowed to depict that in our shounen and shoujo manga anymore because they're underage and there's been regulations imposed on us... hm, let's have them do some other form of oral fixation, it'll get some of the same feeling across." Now, even if it was originally because of that, it isn't necessarily about that at all now. With repeated use, it set itself up as this thing that characters some people find "cool" would do. So the act itself was then "cool." Then some of these people go on to be mangaka as well, and there you have it. It's self-perpetuating at that point, the original reason doesn't matter much except as a point of curiosity.
