I posted this on the previous chapter -- I could swear the initial premise was that Tomo wanted to confess, but promised to do it only when he grew taller. Maybe that was the deal with the pre-serialization...or maybe I'm just misremembering.

That is sort of the premise. It won't happen and that's where the conflict comes from.

This is the typical "When I <insert goal here> then I'll <insert action here>" premise like "Once I shoot the winning basketball goal, then I'll confess to you" when the guy is a hopeless klutz.

Just FYI, Tomo didn't promise "then I'll confess to you." He promised once he's cooler then "nobody will care whether you're cool or not anyore."

He can either not be thinking romantically about his friend (trope A) or he doesn't think he's cool enough / man enough to be her lover (trope B). The author hasn't gotten to that part yet. The endpoint will be that the height difference and other "cool factors" doesn't make her unapproachable to him. How long it takes to get there is up for grabs.

Having Tomo only finally making a move after Ibuki dresses like a girl (something she doesnt like, btw) would leave a bad taste in my mouth.
