What year is this exactly? It could be contemporary (relatively, if this ended in 2019), based on various details here and there, but why are there no cell phones? I feel like some of the details aren't from as far back as early 90's, which would have explained the lack of mobile phones otherwise. Maybe the author just doesn't like cell phones and refuses to have any character use one.
