Because Kobayashi upset the order of things and Loki wants to see her fall. Instead her influence has completely screwed up his plan and she beat him before this even started.

If it was released all at once it would have been good, it is just such a drag because we only get so much each month/few weeks.

You need a different mindset for shonen arcs like this, but I think it is very good.
It's not slice of life so it's not instantly satisfying character moments
That said - Fafnir here is wonderful. Tohru is going through it. There's wonderful stuff going on.
