I think the point is, that it isn't playing out like a shonen. The main threat (Fafnir) just fucked off to another fight/to have his character arc, characters are resigning left and right, and the whole thing is pretty much a charade at this point for everyone who isn't Tohru (Petla was on point), which pisses off the big bad, as it ruins his "amusement", but he can't get himself to actually raise the stakes, probably due to genuinely liking the "slice of life" characters.
TL;DR Loki's pissed because he wanted a fun shounen arc where he's the big bad, but instead he got a josei

I think my issue with this arc is how random it feels. The other major arcs at least had some build to it. Tohru's dad showing up makes sense with how the story was going. Kanna's dad showing up also made sense, considering we already knew Kanna didn't have the best relationship with her dad. This whole Loki thing feels out of nowhere for me. Same thing with Tohru being depressed. Why not build to that. Have a moment where Kobayashi was almost killed/hurt that makes Tohru question what would she be like without Kobayashi. That way when she fights Rindo it has a bigger punch to it. The Tohru stuff falls flat with me even more because we haven't gotten a Tohru/Kobayashi chapter in forever. In favor of adding so many side characters Kobayashi and Tohru's relationship regressed a bit, which makes Tohru being sad about their relationship not as engaging as it could've been
