RIght, so the main issue is that he is still planning on getting into a relationship with someone after being their boss for over 3 years. The issue is grooming. It's creepy, because in the more extreme end, it's something that actually has happened to a bunch of Epstein victims, where they were groomed into joining the business as they got older. Kids are easily impressionable and it's easy to form attachments over the years.

But in this scenario, Azad doesn't really do anything wrong. In fact, he seems to do everything as correctly as possible. The issue is, outside world can't possibly know that. They only see the scenario and they can't be sure everything was clean behind the closed doors.

TL;DR: Because grooming is a thing and while a situation could be okay, from the outside it looks a lot like the non-okay scenarios. Figuring out which is which can be difficult, which is why it's frowned upon.

I get the Diddy jokes but Kobayashi does say Azad is from a different world, some countries on earth still let you get married at Georgies age, so I can see why he didn't see a problem initially.

Marriage is also not the same as trying to sleep with her which is much more legally wrong.

In fact in the USA there is actually no fixed statutory marriage age in California, Missippi and New Mexico.

At least he listened and realised it was not okay in modern japan.

Lucoa on the other hand....she has no excuse.

Though my favourite part in this chapter was him questioning if Kobayashi was even a woman.

I think Dragons human age is confusing, because of what Telne said to Ilulu, the human physical forms age of a dragon is based more on mental perception and development of the dragon then actual age, which is why Ilulu looks so young despite being the same age as Tohru.

Although Telne is also skilled enough to change her human form we don't see other dragons doing this.

Even if u takes real world value, in the medieval century 15-16 yo can get married thats why old grandma have like 30 children back in the days, because they married in their teens. OK I thought both Kobayashi and Georgie were both way older. With the way Kobayashi's body was falling apart I thought she was well into her 30s. Georgie I thought she was a high school student about to enter University, not a Middle schooler about to enter Highschool.
