Jokes aside, Azad's doing things correctly, and fairly ethically for his situation.
He's not approached Georgie romantically or physically yet. He's not assaulted her in any way. He's started investigating the realities of what he's starting to want, thus the actual, legal marriage form on his desk. He'd have run into the age-of-consent limit REAL QUICK on his own, even if Kobayashi hadn't given him a relatively gentle clue-in.
He WAS going by his previous world's common sense, and admitted as such. He experimented with treating Georgie like he would treat a child just to see if she preferred that. She didn't.
Waiting three years is nothing if love is really there. The real question is how Georgie's world-view and preferences fit into it. It's apparent that she feels quite a bit of affection for Azad and is aware of his history and circumstances, but whether or not she's into him enough for marriage is another question entirely.
