My money is on this woman being part of a previous crash that wasn't lucky enough to keep the ship's machine shop/nanomachine printers/cloning tanks/etc intact like Alan's ship was, and she's since gone native. There's something about this planet that just randomly shoots down huge space cruisers ala Rakata in KOTOR or that planet in Subnautica, so smaller ships are probably way less likely to retain their important components when hit with whatever shot down his cruiser. I don't think there's a serious and extant imperial presence on this planet that we haven't seen yet, because otherwise they surely would have gotten in contact before now when they noticed the drones flying around/city being built/etc.
The question I have right now is why she's attacking him instead of working with him if she's a castaway. On the other hand, she hasn't killed him yet, so maybe this is just a dominance display and she intends to work with him.
I suppose it could also be a case of her being a descendant of crash survivors, but the vibe I get is that she's special forces looking down on a dumb naval ensign who's gotten cute trying to play at soldiering. She doesn't feel like someone meeting a member of the legendary empire she'd know only by her parents'/grandparents'/ancestors' stories, she seems much more contemptous of Alan's efforts, almost as a matter of professional pride.
...Alternatively, this could be a time travel story depending on how the FTL works. Starveek having the same name as the empire implies either it was founded by imperials in the distant past... Or the empire is the future of Alan's to-be-built nation. Probably not, but that would be an unexpected twist.
I'm surprised other folks are surprised that he got owned the minute he fought someone who actually knows what they're doing though. His swordsmanship was literally copying moves from a video game chuuni-style and he's been able to compensate with the nanomachines making him super strong to impress the primitive natives, but the actual technique is doubtlessly bogus just like any other video game move. The magic, that's done by the nanomachines too and he never really learned how to work it himself. Even aiming his gun was with the assistance of the nanomachines.
This woman here very clearly doesn't use her nanomachines as a crutch like Alan does considering how quickly she crushed him and countered everything he did.
