Ultimately, it all boils down to "She thinks...this", She thinks...that" so it’s a case of her misinterpreting things and making false assumptions, leading her to act in a way that only hurts Nao. If her biggest fear is that Nao will leave her, the least intelligent thing to do is fuck someone else.
Honestly, this development just makes me angry because of how the manga is labeled on the official website; there is absolutely nothing there to suggest there might be any NTR:

I don't think it really matters if she did something or not at the Hotel. If she did, it was an attempt to calm her urges towards Naoto and no other reason. Since the author doesn't really show anything that confirms or denies, it's all up in the air.
As for the Alabama factor, she is his cousin and in Japan cousin marriages are perfectly legal but gradually less common since 1960... This just to point out that since they are not siblings, them having a relationship would raise an eyebrow but nothing like if they were siblings.
It will be interesting to see where this will go. Not sure if a return to status quo is possible after this.

See, I think this has a good chance of happening but I'm not so sure Naoto will let Luna run away, even if she rejects him but yeah, if she rejects him and Naoto gets depressed then Luna will be forced into action when he gets closer to one of the other girls.

I’m not gonna lie i like Naoto being with the shark teeth girl more lol. But it would be shitty if this just turns out to be an NTR. I wouldn’t mind NTR if it was tagged as one but there were no official NTR tag so it would be so shit.

I'll be honest, people are jumping on the "NTR" bandwagon way too soon considering the lack of concrete evidence we have to actually support it, I trust the author and their past works, I don't think things are going this way.

Well, since the weather here effectively ruined my vacation (at least there were no tornadoes this time) and I was pretty much stuck inside bored out of my mind, I wound up reading the last couple chapters again.
I guess I'll comment on a few thoughts I have about this development.

There's really 3 scenarios that I think the hotel situation may have gone.
Scenario 1 - Friend. It's entirely possible, though unlikely at this point, that Luna was actually looking for a male friend outside of her friend circle to talk connect with and talk to about her situation with Naoto and get a male perspective about everything. She could have done this as it would have been to embarrassing for her to confide in someone she knows about how she has begun to feel about Naoto and seeing him as a man.
This seems like it's unlikely, but not completely impossible.
Scenario 2 - Guilt. Another possibility is that she went to the hotel with the intention of having sex with the person she was meeting with, but when they were getting ready to do the deed, Luna started thinking about Naoto and put a stop to everything before they started. This could have made her feel even more guilty about her feelings for Naoto and how she now sees him as a man and that she is sexually attracted to. Afterwards she started drinking in an attempt to destress and forget about the situation.
Seems possible, since she's shown before that she will stop, even if she's worked to the point of losing control.
Scenario 3 - Mistake. While it's not my favourite idea, it's also likely that Luna did have sex with whoever she met at the hotel, but it didn't resolve anything or make her feel better. Even after having sex with someone, it did nothing to change her feelings and all she did was hurt herself and Naoto because her feelings weren't just about lust, but also that she actually loves him romantically. Luna is stuck in a mindset that she only loves Naoto as a "little brother" and Naoto only loves her as "Luna-nee" that she can't believe that her feeling are romantic towards Naoto and there's no way that Naoto could have romantic feelings towards her because he only sees her as "Luna-nee".
Kind of hate this one since both of them get hurt and nothing good comes from it.

Typically most typhoons during the season would be hitting further south, closer to The Philippines. I guess timing wasn't on your side this year. On a side note, Japan should be transitioning from summer to autumn by now.
I regret not taking my usual cup of caffeine until this time, right now I've been fixing Earlier Me's typos.
Anyway, this one other detail, which I only hinted at in the short spoiler, that I didn't describe in further...details, is right near the ending pages.
Right after Naoto confronts Luna and she tries to end the conversation, the two are separated by a door frame. It's a weird detail, seeing Naoto's feet near the door frame, as if it's a boundary, a line separating him and Luna. With him staying on his side as he tells her that he's pent up as well, and he builds up the determination to take the action that he didn't took up until this point in time. When he finally makes his move with the dark hallway behind him, the following panel then focuses on his foot stepping across the door panel, the boundary, the line separating him and Luna, as he basically asks her "why not do it with me?".
This to me looked like Naoto willingly crossing the line into Alabama, he wanted to make Luna see him as "Naoto" and not her "Younger Brother Nao-kun". Hopefully this comes across to Luna that he sees the current her as "Luna", and not as his "Big Sis Luna-nee", and we finally get some more story progression by October.

I'm pretty far from that area, so I'm not mixed up in the seasonal weather from that region. The weather here has just been abnormal lately and a couple weeks ago I had a tornado touch down not too far from my home and my phone got blasted with dozens of shelter in place warnings. I'm dreading what the winter is going to look like this year if it's anything like the summer has been.
Edit: I just took a look and never even thought about the fact that there's a 13 -14 (depending on DST) hour time difference between where I live and that general area of Asia. .......The jet lag is going to be brutal on the way out and on the way back next year.
Yeah, the same border that Luna was imagining in her head when she was thinking about what would happen if she "crossed the line" with Naoto and was afraid of. It does look like there was some serious symbolism with Naoto crossing the physical border that we saw between them in the apartment and taking the first step himself to "cross the line" for them to be together as something more than "little brother" and "Luna-nee", showing Luna that he sees her as more than just "Luna-nee". By crossing that line himself, he showed that he feels the same way and he's not going to leave her.
I don't use X, but I can imagine it's the usual suspects. I'm pretty sure Suga turned off replies or something a while back when he was getting harassed about something he did earlier that some people didn't like.

I don't want to discuss what NTR is or isn't (I don't even like the genre), but if NTR means stealing a loved one away, just having sex with someone else doesn't mean that person was "stolen." I mean, it kinda sucks if Luna did the hanky-panky with a rando, but when she gets home she looks like anything but "stolen" from Naoto. On the contrary, she seems even more conscious of her feelings for him.
Now, unless the manga gets cancelled and the mangaka decides to throw a big F-U at the haters, I think it'll be revealed that Luna chickened out and left the hotel before anything happened. I haven't scoured the manga for every tiny detail, but I don't think she could face Naoto at all if something had actually happened. I think her initial relief at him not being there stems from the fact that she couldn't go through with it precisely because she loves him.

If someone wants to go sabotage one of our machines so I can get sent out, that would be cool too. I just can't say what I need someone to sabotage as that would just straight up be doxxing myself (Not that you're going to see them during the day anyway). I will say that they can be found in some major underground malls and stations though...... and a place with a really weird name.
