Doesn't this directly contradict the first chapters set up of him saving someone getting bullied?

Also how is someone intelligent enough to understand to try and record a confession but not smart enough to think maybe being bullied by a literal murderer might not be the best idea.

It kinda contradicts itself in a way, but i explain it as it wasn't okaya bullying the others. It was kinugawa. Yes okaya did give the orders but technically he isn't the one doing it
