This is just Water 7 arc without the fighting. There is some at the very end but that's not really the point; the point is getting the new ship and mechanics.

I promise the next arc is funnier (for me at least)

I don't remember specific ships that he tested in the novel version, so I'm actually pleasantly surprised if the comic version is going to add extra details in places.

No not really, Swam is made by another company

Normally if you put a limiter switch on a machine it's either to hold something at a desired level (such as temperature) OR parts are too frail for the power they can output (such as an engine having so much power that without the limiter it'll start quickly destroying itself). There could also be under-performing parts, or parts that are too fragile. The limiter could also be to make sure that the ship complies with minimum safety standards and turning it off is a "screw safety I want more POWER!!!!!" type thing.
