Eh, their relationship ended abruptly, because she disappeared with her parents one day. He still remembers their time together fondly, so he most likely didn't move on completely and still had a few feelings for her. Then he sees her again and she is beautiful. And quite different. She is harsh, strong, but also somewhat fragile. He knows something bad happened to her and that something made her family leave town abruptly, so you have a bit of love, a bit of nostalgia and a bit of sympathy. My point is that there is no reason for MC to fall in love again with her. I think some development needs to happen for this kind of huge change to happen, I mean, he is supposed to be completely in love with his senior and changes his feelings with no reason in an instant. Meanwhile his ex just appeared out of nowhere, treats him quite bad and they only interact when she needs help with something. Sure, she is not actively avoiding him now, but that is hardly a relationship progress.
Well, at least that is the feeling that I get while reading it.

He never had a resolution. There was no break up (calm or argumentative) and she just disappeared while he was waiting on her to show up for a date. He still doesn't know why. It makes sense that at least some of those feelings are still going to be there even if buried. From the beginning it's so clear he's never forget and go over his feelings for Cha Mia.
I will say the wrong is on the plot he's in love with the senior.
Even prove my point more, the plot him being "in love" with his senior is unnecessary. He never had a resolution. Also see @Senros above.
I would totally agree if FL had returned before ML fell for noona (almost said senpai). He thought he'd never see FL again and had painfully started to move on, falling in love before FL returned. Now he's a mess of conflicting feelings.Even prove my point more, the plot him being "in love" with his senior is unnecessary.

Yes, you could have a story without noona but it would be a different one. In this one MC's inner conflict is intended to be a big part of it.
