Honestly this feels more like a deconstruction of the tsundere trope and should be taken as a chance for the MC to point out to the sister how her constantly demeaning him to others had nearly fatal consequences for him. In a world like this where she's a famous adventurer, she supposedly was constantly going around and calling him useless and trash, and should have known that her words carry a lot of weight among people that look up to her. And then not even a minute after reuniting, she calls him her "hopeless brother", in the same instant doing that "But it's not like I was worried about you or anything!" schtick. I forget what happens from this point forward regarding the sister, but I do desperately hope she learns that she should not say such disparaging comments to others, since her words due carry weight due to her fame.

Regarding the MC, I dunno if he'll forgive her, but I don't think it's that wrong that he shut her down at this point. She basically has ambushed him, the mental stress and anger he likely feels towards her has to be immense, and it's not like he said "Never approach me again." or such, so she'll presumably have the option to arrange a reconciliation with him, but it'll have to be on his terms, not hers.

chapter 2.1 and chapter 2.2 the whole abuse and attempted murder on him partially happened because of his sister completely ruining his reputation.
well, aside from being convicted as a rapist, she already set the stage that cyclo was someone to get rid of.
screw the tsundere tag, take the words she said as honest for a moment here and its clear as day that she appears as someone who wants him killed or literally doesnt care about his suffering.
in chapter 7 the guildmaster admits that he broke the law ignoring his responsibility for the criminal slaves, based on cyclos bad reputation.
if more of the light novel gets poured into the next chapters, it might become clear that the sisters downright judging comments were taken seriously by everyone around her, causing persecution and misconduct into cyclos direction.
she basically said that he deserved nothing good happening to him, and the guild took her word for it.

Other than her being a tsundere who might say these things regularly, the whole thing started with that skill appraisal where they initially make him out to be nothing more than an unskilled craftsman, but you seem to be forgetting that despite that, both his sister and fiance thought they were supporting him monetarily and emotionally, the letters and money not reaching him isn't their fault.

What is there to hear out? SHE DID SAY THOSE THINGS! Nobody is lying, nobody is mistaken about anything, she trash talked him constantly. Hell even right now she tried to do it again to his face. No, she did say those things. She acted like a tsundere without any of the dere since he wasn't actually around. So she ended up making him look like a complete scumbag, an useless leech taking advantage of her and dragging her down. Which is why everyone treated him even worse than they would have and thought they would not only be able to get away with it, but even get praised by her for it.
