The Bear Tribe (I realized that "tribe" actually is more accurate than "clan." Shame on me lol) works like this:
The only one who keeps her personality is the Chief. The rest lose their individuality. Saehee explains that people like Narae in the beginning, who have a latent connection to the Bear Tribe, are free from this mind control unless the Bear Tribe Chief takes active interest in her.

Honestly, it depends on what you consider story development. I fully agree and happily announce that the author is a bad writer. However, he does a good job world building in the next volume. And the current volume has some truly dramatic and emotional moments. Of course, it all falls flat on its face by the end of this volume, but he was so damn close to writing a good volume and I give him props for that. Honestly, I'd say that if you didn't like the previous 138 chapters, you definitely won't like the next 20 lol. But the stuff after that might be enjoyable.
