It’s pretty vague to me. The dialogue is:

Hiiraki: A kiss?
Noro: Even one step further.

If Noro had said something like "We went all the way." it would be clear. However, "Even one step further" isn’t necessarily indicative of sex and leaves room for interpretation and misunderstanding. If we go by the American system of bases, which is:

• First base: Kissing
• Second base: Petting above the waist
• Third base: Petting or oral stimulation below the waist
• Home base: Sexual intercourse

Then "one step further" from a kiss could mean anything from second base to home base. I find it perplexing that the author can clearly depict a standing 69 but resorts to vague language when addressing what happened between Noro and Hibiki.

They didn't "fell for each other", it started out similar to Noro and Hibiki but although they actually probably just hit maybe a second base, started out their "relationship" through making out, dunno how it will work out but let's see.

For MMC/FMC part, Komori asked and Hiragi agreed to "come with her to the mountains", at that point she had no feelings for him whatsoever, she didn't even ask his name.

Then the sex came up, but for him that's odd (honestly, agree) to hit on a random girl he just met, so they begun to "date" to fulfill Hiragi selfish wish, she back then and still want to become a witch but due to promise only do it with him.

We're still technically in arc where they becoming a couple, not just together to have sex.
