Ideally, yes, there should be far more bodyguards. But you're forgetting the fact that they have their own lives and cities to protect so they can't spare much. Though comparing his situation to a president is a pretty braindead thing to do. It's not like there's been a tradition that a man would appear every four years or so for the past hundreds of years for bodyguards to be ready at a moment's notice as well as systems ready to be initiated when he appears. Pretty surprised nobody corrected you about this before, honestly.
